Background

This legislation is being sponsored by Senator Portantino (D). He introduced similar legislation as an Assembly Member in 2011; in his absence from the CA Legislature, the legislation was reintroduced by Assembly Member Quirk-Silva (AB 912). AB 912 passed both houses, but was then vetoed by Governor Brown.
